Adults with disabilities leaving public residential centers will benefit, starting in 2027, from new forms of financial support for housing and community integration. The Government approved the framework and procedure for granting the monthly allowance and the sum needed to set up a home.
🏠 Monthly housing allowance
The measures target adults with severe, pronounced or medium disabilities who leave the public residential system and begin an independent life in the community. The monthly allowance can reach the value of the national gross minimum wage, currently 4,350 lei, and can cover housing administration costs, including utilities.
💰 Transition sum of 8,700 lei
When leaving the center, beneficiaries will also receive a transition sum for furnishing their home, equivalent to two national gross minimum wages, i.e. 8,700 lei at current levels.
The two forms of support will be funded from European funds in 2027–2029, after which the costs would be taken over by the state budget.
📊 Deinstitutionalization figures
Nationally, 15,903 adults with disabilities currently live in residential centers. Of these, 5,411 people, about a third, are included in the deinstitutionalization and community integration process.

The new procedure aims to reduce the dependence of people with disabilities on residential services and provide the conditions for a more independent life in the community.
